PM-KUSUM Component-A: is your land eligible?

7 min read

PM-KUSUM Component-A lets individual farmers or farmer groups set up small and medium solar power plants (500 kW to 2 MW) on their own barren, uncultivable or even partially cultivable land, and sell that power directly to the DISCOM under a Power Purchase Agreement (PPA) — turning idle land into a 25-year income stream.

Eligibility depends on three practical factors, and we assess all three during our free site visit. First, land: you need roughly 4–5 acres per MW of DC capacity, with clear title and no pending disputes, since the land will be mortgaged as project collateral for financing. Second, substation proximity: your parcel needs to be within an economically viable distance (typically under 5 km) of an 11 kV feeder or substation with spare evacuation capacity — this is often the deciding factor, and it's why our Balaguda and Nimbod projects cluster around specific substations. Third, feeder capacity: the local DISCOM has to confirm the feeder can actually absorb your plant's output without overloading, which is where our engineering team's substation liaison experience matters.

The commercial structure is straightforward: you sign a PPA with the DISCOM (MPPKVVCL, in our operating area) at a fixed tariff for typically 25 years, the plant is financed partly through bank loan and partly through subsidy support, and the DISCOM pays you monthly for every unit exported, verified through a main and check meter at the interconnection point.

As a reference point, our 2 MW AC plant at Balaguda (Shree Leela Devi Solar Energy) signed its PPA at ₹3.25/kWh and, in its first 106 days of operation, generated 11.36 lakh units and billed just under ₹37 lakh in revenue — verified against audited meter readings with a deviation of under 0.05%.

The process from land assessment to commissioning typically runs 6–9 months: land and feeder verification, PPA execution, detailed engineering (array layout, SLD, earthing and lightning protection design), procurement, construction, and finally grid synchronisation testing before commercial operation begins.
